Northern Ireland Fallen Stock Scheme
The National Fallen Stock Company (NFSCo) currently administers a state-aided voluntary subscription system for collection and disposal of fallen stock in England, Scotland, Wales and Northern Ireland (State aid reference number XA 168/2007). NFSCo will continue to provide a collection and disposal service for farmers in England, Scotland and Wales after 30 November 2008, however this will be at full cost to those farmers and will not be subsidised through State aid.
Subject to obtaining the necessary final approvals, the Department of Agriculture and Rural Development (DARD) intends to continue to contribute to the cost of collection and disposal of fallen farm animals for farmers in Northern Ireland only from December 2008 to 31 March 2009. The scheme is being operated by the National Fallen Stock Company who will administer the scheme on behalf of DARD. It is open to all livestock farmers in Northern Ireland. The new Northern Ireland scheme will operate on the same basis as the UK-wide National Fallen Stock Scheme, with the exception of changes to membership charges. From 1 December 2008, members will no longer be charged an annual membership fee of £28 plus VAT. Instead members will be charged a monthly administration charge, but only in the months they actually use the scheme. The charge is £1.75 for postal members or £1.25 for e-members. The DARD contribution will be made to scheme members in Northern Ireland for bovines under 24 months old and all other species (excluding equines). The subsidy for farmers will start at 20% of collection and disposal costs but may vary during the lifespan of the scheme depending on the rate at which the DARD contribution of £240k is used up.
